CEHURD in collaboration with Planned Parenthood Global and UNESCO commissioned a legal analysis of the 2021-2030 Eastern and Southern Africa (ESA) Ministerial Commitment on education, health and well-being of adolescents and young people. The analysis was undertaken in the context of the East African Community (EAC) Sexual and Reproductive Health (SRH) Bill, 2021 (SRH Bill) and other national, regional, and global legal and policy frameworks on health and Sexual and Reproductive Health and Rights (SRHR). This analysis demonstrates that the ESA Ministerial Commitment will play a role in enabling States to realise their commitments and obligations in national, regional and global laws and policies on SRHR. It further demonstrates why States need to support the EAC SRH Bill, 2021.

The analysis highlights differences in the country-specific laws which is well acknowledged in both documents that support contextualization. Recommendations are made on areas that could benefit from further elaboration in the documents.
