This report presents the findings of a comprehensive assessment conducted in 40 selected districts and cities across Uganda, examining how human rights violations, discrimination, gender inequality, socio-economic barriers, and systemic structural weaknesses influence access to HIV, TB, and malaria services. Implemented by the Equal Opportunities Commission (EOC) under its constitutional mandate and with support from the Global Fund Grant Cycle 7, the assessment employed a qualitative descriptive design using Key Informant Interviews, Focus Group Discussions, district leadership engagement meetings, radio programmes, and document reviews to identify persistent disparities and propose actionable solutions.

The findings demonstrate that although Uganda has made significant biomedical progress, including a 62 percent reduction in new HIV infections and a 63 percent reduction in AIDS related deaths since 2010, deep inequities continue to undermine the right to health.
