Technical Policy Brief on Community Health Insurance Scheme
Uganda continues to grapple with high out-of-pocket expenditures and reliance on external financing for health care. In spite of over 20 years of advocacy for national health insurance law, Uganda has not passed a law to regulate public health insurance.
We have developed a technical policy brief on the community health insurance scheme based on a learning visit by representatives of the Health Committee of the Parliament of Uganda, the Ministry of Health, and Civil Society representatives.
Uganda is the only country in East Africa that has not passed a national health insurance scheme and has some of the highest out-of-pocket costs for health in the region.
