SAFEGUARDING THE COUNTRY's PROGRESS IN THE HEALTH SECTOR: A Memorandum On The Proposed Protection Of Sovereignty Bill, 2026
The Center for Health, Human Rights and Development (CEHURD) is a Ugandan civil society organization dedicated to advancing social justice and the right to health for all. In our latest analysis, we examine the Proposed Protection of Sovereignty Bill, 2026, through a health and human rights lens.
While the Bill aims to protect Uganda’s sovereignty and regulate foreign influence, CEHURD’s review reveals that its current provisions could have far-reaching negative consequences for the health sector, civil society, and national development goals. Uganda’s health system relies significantly on external financing — contributing up to 46% of total health expenditure - which supports key programmes in HIV/AIDS, maternal and child health, malaria, and public health infrastructure. Restrictive financing and governance clauses risk reversing years of progress in these areas.
Our memorandum to the Parliamentary Committee on Defence and Internal Affairs highlights how aspects of the proposed law duplicate existing regulations, undermine constitutional freedoms — particularly the right to freedom of association - and threaten partnerships between civil society and government that are vital to improving health outcomes.
CEHURD calls for a rights-based, transparent, and enabling regulatory framework that fosters collaboration, accountability, and shared progress rather than restriction and fear. Strong, independent civil society organisations are not a threat to sovereignty - they are essential partners in building a healthy, equitable, and prosperous Uganda.
