Center for Health, Human Rights and Development (CEHURD) and Partners in Community Transformation (PICOT) are implementing a project titled, “Integrating Legal Empowerment and Social Accountability for improved local government performance and governance in the districts of Koboko, and Maracha” (LESA Action), under the
Development Initiative for Northern Uganda (DINU).

The objective of the project is to promote accountable and responsive service delivery in Koboko and Maracha districts using an innovative blend of Legal Empowerment and Social Accountability (LESA) strategies.

We conducted a baseline study aimed at collecting baseline data on project output and outcome indicators against which project results are being measured. The study used a mixed method design sequentially employing both descriptive cross-sectional and exploratory qualitative designs.
