National Forum of People Living with HIV/AIDS Networks Uganda (NAFOPHANU) in consortium with Center for Health Human Rights and Development (CEHURD) and Uganda Harm Reduction Network (UHRN) are implementing a Global fund project titled: Supporting Uganda’s Response to HIV/AIDS and Tuberculosis Reduction Strategy (UGA-C-TASO) in three regions of West Nile, Acholi and Karomoja. The Center for Health, Human Rights and Development (CEHURD) currently has a number of exciting career opportunities. The ideal candidates should have commitment to work with a dynamic organisation working on issues of health and human rights. The selected candidates bring their professional skillsets and work with CEHURD’s programmes and/or departments. The candidates will contribute towards the organisation’s strategic plan. The candidates should clearly indicate which of the three positions below they are applying for.

The Positions

Programme Specialist – Health and Human Rights Advocacy: The Programme Specialist, Health and Human Rights Advocacy is responsible for effective, efficient and impactful design and implementation of CEHURD’s advocacy strategy. He/ She will provide expertise in advocacy across all CEHURD’s programmes and departments. He/ She will be required to steer CEHURD’s activities regarding Sexual and Reproductive Health and Rights and other emerging issues in health and social justice and align them with the approved advocacy agenda. The incumbent will work with CEHURD staff in finalising the advocacy strategy and designing appropriate advocacy tools and methodologies. He/she will participate in identifying impactful delivery mediums, as well as targeted publics and partnerships with the aim of fulfilling CEHURD’s advocacy goals and objectives.

Programme Specialist – Community Health And Empowerment: The Programme Specialist, Community Health and Empowerment is responsible for effective, efficient and impactful design of CEHURD’s community engagements and ensuring that they meet the organisation’s strategic objectives and advocacy agenda. He/she will lead and provide expertise in programme design, implementation, monitoring and evaluation of outcomes. He/She will lead the process of continuously identifying strategic ways of popularising district and community activities amongst different stakeholders, as well as uplifting national level decisions to community and vice versa.

Programme Associate- Strategic Litigation: The Programme Associate will work under the Strategic Litigation Programme and will be responsible for performing the tasks listed in the job description towards supporting the litigation of human rights cases by CEHURD.

We are Hiring: Research Officer and Administrative Assistant

Job Title : RESEARCH OFFICER

Reports to: PROGRAMME MANAGER

Job Purpose:

To provide overall leadership and management of CEHURD’s research processes and the coordination of CEHURD’s Regional work on Health Equity. This is a dynamic position that requires the officer to provide leadership in designing and implementing research projects and evidence-based advocacy initiatives. Other responsibilities include fundraising, coordination of regional health equity initiatives with a strong contribution to CEHURD’s Strategic Plan.

 

Job Title : ADMINISTRATIVE ASSISTANT

Reports to: OPERATIONS MANAGER

Job Purpose:

To perform a range of administrative tasks for the effective and efficient operations of CEHURD. While the Administrative Assistant reports to the Operations Manager, she may often be required to perform administrative and office support activities for multiple supervisors.

Employment Opportunity

1. Job Title: Legal Officer

Department/Group: Strategic Litigation

Reports to: Programmes Coordinator

Direct Reportees: All Programme Staff

Job Purpose: The Legal Officer will work with a group of experience lawyers to provide a cross section of legal services to health service providers.

Key Responsibilities: a) Legal Advisory and Representation

• Meet and interview clients for the purpose of identifying their grievances and planning appropriate legal solutions

• Gather evidence to inform any possible litigation cases or policy review and development process

• Represent clients in all legal proceedings including but not limited to arbitrations, negotiation, settlement meetings, court proceedings and other legal proceedings,

• Draw up legal documents for the purposes of protecting the rights and interests of the clients and/or presenting their cases before any judicial or quasi-judicial body

• Advise clients on all legal issues especially issues relating to the protection and realisation of their sexual reproductive health and rights

• Interpret laws, rulings and regulations for the purposes of explaining the law to clients

• Identify and challenge obstacles to the realisation of the right to health especially sexual and reproductive health rights

• Work with Programme managers in CEHURD to engage those in charge of setting health policies to implement the solutions reached via research. This will include but not limited to preparing Policy or Research briefs, reports, testimonies for public hearings, presentations and petitions on health policies.

• Contribute towards ensuring timely, quality and accurate programme quarterly and annual reporting

  1. Job Title: Monitoring and Evaluation Officer

Job Purpose: To develop and implement an M&E systems in CEHURD focused on data collection, analysis and reporting to ensure synergy in all programmes. The M&E Officer will be responsible for all the data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all programs and projects, both new and already established.

Key Responsibilities:
a) Programme development and implementation

  1. Work within the M&E guidelines and develop strategies for better monitoring of projects in CEHURD.
  2. Work with program managers to develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on project performance indicators.
  3. Coordinate the implementation of baseline surveys, follow‐on monitoring and evaluation exercises for various initiatives and projects in CEHURD.
  4. Build capacity of CEHURD staff, local communities and partners on the logical framework, data management, ALPS, data analysis and results‐oriented programming, monitoring and evaluation methods and principles and report writing techniques and requirements for relevant donors to ensure compliance.
  5. Develop program and operational reporting templates that facilitate the acquisition and aggregation of information in programs.

2. Job Title: Policy Analyst

Job Purpose: The Policy Analyst will be responsible for evaluating, analyzing, researching and developing health care service, policies and programs in relation to the Advocacy for Better Health Project. Key Responsibilities:
a) Programme development and implementation

  1. Provide the project with robust health policy analysis in the country for better health of the project target groups.
  2. Document a health policy map out and identification of action areas for advocacy and develop strategies for engaging the health decision makers in the country
  3. Generate and inform campaigns at the national level for advocating for better health choices in line with CEHURD’s strategic plan.
  4. Work with Programme managers in CEHURD to engage those in charge of setting health policies to implement the solutions reached via research. This will include but not limited to preparing Policy or Research briefs, reports, testimonies for public hearings, presentations and petitions on health policies.
